Victoria Annand got a
£30 fine because she took SEVEN minutes to get a
car park ticket. Victoria could not get to the
machine immediately because she had to take
daughter Jessica, aged two, out of her car and
get her into her coat. She then assembled the
tots pram and comforted her when she began
to cry. She had no idea that two wardens were
timing her as she waited at the machine for other
drivers to pay for their tickets.
Victoria then returned to her car to find the
£30 penalty and was told the time limit for
getting a ticket is five minutes. She said,
I couldnt believe it. One of the
attendants was like a little Hitler. There were
no signs saying there were any time limits.
Care assistant Victoria appealed to council
chiefs in Birkenhead, Merseyside whrer a Wirral
council spokesman said, On occasion parking
tickets can be issued mistakenly. There is a fair
appeals procedure.
Traffic
wardens have TRIPLED the number of parking
tickets they hand out since bosses launched a
competition to win a new car. Private parking
firm NCP will present a Vauxhall Corsa to the
warden who dishes out the most £50 fines before
December. Insiders say wardens keen to win the
£12,000 motor are using dirty tricks
to push up their figures. NCP are running the
contest in London, where they provide 250 wardens
for Westminster City Council. As an added bonus
the prize car is LPG fuelled, which means its new
warden owner will not have to pay Londons
£5 daily congestion charge. Second prize is a
£1,500 holiday voucher. Third prize is an £800
28in widescreen TV.
There are also monthly bonus prizes of Argos
vouchers valued between £100 and £250.
Delighted wardens call the competition the
Champions League and bosses post up a
weekly table. But one angry attendant blasted,
On average, wardens doing their job
properly issue 50 to 80 tickets in a week. Many
are now racking up 200-plus. They are going nuts
and will pull any stunt to stick a ticket on your
car. They issue a ticket even if you have a pay
and display sticker on the car. They claim
its not clearly displayed and its
your word against theirs. Many even fabricate

four wheels on the pavement. Angry witnesses told
how it blocked the path for ten minutes while a
warden, ringed, booked a car with just two wheels
on the kerb. Plymouth City Council said the van
was exempt as there was nowhere else to park.
