LEGISLATION FOR PROFIT
"Legislation
for Profit" is a new term to describe a situation
whereby an authority such as the Government, local
authority, public or private organisation such as parking
authority or high street banks intentially or
inadvertently creates a 'Barrier to Appeal' in such a way
as to allow the organisation to "Obtain a Pecuniary
Advantage by Perverting the Judicial System", over
the general public, clients and customers.
Example. The normal parking fine costs in the region of
£30 to £40 if paid within 14 days. Basically the
charges are set low enough for most individuals to pay
without too many problems. Even if you feel very strongly
that you are the victim of Injustice and 'Legalised
Profiteering', you Will Pay-Up, 'Swallow your Anger and
Frustration' simply to avoid the Inconvenience, Stress
and Cost caused by standing up for your rights and
contesting the charges. The alternative legal fees of
contesting the case could easily be 10 times the amount
at £300 to £400.
If you receive a parking ticket that you think has been
incorrectly or unjustly issued, you can contest the case
through the National Parking Adjudication Service. If the
NPAS reject your appeal, the only recourse you have to
appeal is by taking the Parking Authority to court. Every
individual has a 'Statutory Right to Appeal' to a higher
court. Unfortunately the NPAS and other legal
organisations will not tell you this (as they are obliged
to by law) due to the policy of 'Legislation for Profit'.
If you wish to contest the case, initially the
solicitors fees will be around £300 to £400 just
to start (that is if you can find a solicitor who
understands the Parking Laws). There is no guarantee that
you will win the appeal and very little chance of being
awarded costs if you do win. This provides a great
incentive and advantage to the local Parking Authorities
and encourages illegal misrepresent the law for financial
gain: "Legislation for Profit".
This could easily be argued as as 'Theft' under the 1968
Theft Act, "Obtaining a Pecuniary Advantage by
Deception. The Governmental, Parking Authorities
and the Legal Profession are very aware of this situation
but refuse to acknowledge or address the situation. It
works because they know they can rely on the General
Publics Apathy, Naivety and 'Fear of Persecution'. This
is purely and simply, 'Legislation for Profit' and a
severe infringement of your Civil and Human Rights.
